Turning Regional Disparities into Opportunities with AI Strategy

The “Double Gap” in AI Adoption Comes to Light

Lagxus’s latest survey has revealed a serious divide in how companies are adopting AI. A clear gap has emerged along two axes: between large corporations and SMEs, and between urban and regional areas.

It would be a waste to simply dismiss this news as a “report on inequality.” Instead, we should use it as a springboard for a reversal strategy. How can AI help overcome the handicaps of location and scale? As a business leader, the focus shouldn’t be on correcting the gap, but on crafting a strategy that takes it as a given.

Why Does This “Temperature Gap” Exist?

The survey results point to three main factors behind this divide.

IT Literacy and Talent Imbalance

AI talent is concentrated in urban areas, and large corporations can afford dedicated departments. Meanwhile, many regional SMEs don’t even have a single “AI-savvy” person on staff. This gap isn’t just about a lack of knowledge; it stems from unequal access to information.

Budget Size and Investment Decisions

Large corporations can allocate tens of millions of yen (hundreds of thousands of USD) for AI implementation, while SMEs are cautious even about adopting tools costing a few thousand yen (tens of USD) per month. However, there’s a major misconception here. In reality, the ROI on AI adoption is often higher for SMEs than for large corporations.

Why? Because SME operations are often highly dependent on specific individuals, leaving many inefficient areas. Even a small amount of automation can free up a significant percentage of man-hours.

The AI Literacy Gap Among Business Leaders

The most critical factor is the AI literacy of the leaders themselves. Fixed mindsets like “AI is for big companies” or “It’s not relevant to us” are holding back regional businesses. But based on my own experience using AI for legal negotiations in Malaysia, I can say that AI is actually more effective for organizations with fewer resources.

How Regional Businesses Can Build a Competitive Advantage with AI

So, what should you do specifically? Based on my own practice, I’ll introduce three highly replicable strategies.

Strategy 1: Start by Auditing Your Person-Dependent Tasks

First, list all your company’s tasks and identify those that can be replaced by AI. In my experience, the following areas offer quick wins:

– First-level responses to customer inquiries
– Drafting contracts and estimates
– Creating drafts for social media posts and email newsletters
– Data entry and aggregation tasks

These can be handled effectively by general-purpose AI like ChatGPT or Claude. The initial investment can start from just a few thousand yen (tens of USD) per month.

Strategy 2: Train AI on Your Local Data

Large corporations offer uniform services nationwide, but regional businesses have unique data on local business practices and customer characteristics. By training AI on this data, you can achieve differentiation that big companies can’t replicate.

For example, feeding AI with past negotiation histories with local partners or knowledge of local ordinances and regulations can dramatically improve the accuracy of sales support and legal checks. This is exactly the method I used in Malaysia.

Strategy 3: Use AI Agents to Solve Labor Shortages

Regional businesses struggling with labor shortages stand to gain the most from implementing AI agents. In my company, 32 AI agents work in parallel. This has allowed us to handle tasks that previously required three people with just one.

For specific tools, I recommend Claude Code or custom GPTs within ChatGPT. If you spend 1-2 days on initial setup, they can then handle tasks semi-automatically.

The Real Cost and ROI

Let’s talk about the cost, based on my company’s actual results.

The initial investment was effectively zero. The monthly cost is about 21,000 yen (approx. $140 USD) for subscriptions to multiple tools, and we’re generating value equivalent to roughly 7,533,000 yen (approx. $50,000 USD) per year. That’s an ROI of about 2,989%.

Of course, these are my numbers, and not every company will see the same results. However, with an investment of a few tens of thousands of yen (a few hundred USD) per month, it’s entirely possible to save at least one person’s worth of labor.

3 Steps to Start Today

Finally, here’s a concrete action plan you can put into practice starting today.

Step 1: Try AI Tools for Free

First, have the business leader themselves thoroughly use the free version of ChatGPT or a free trial of Claude. This “hands-on” experience is the most effective way to improve AI literacy.

Step 2: Fully Automate One Task

Choose one of your simplest tasks and aim for complete automation with AI. Daily social media posts or weekly report creation are good candidates. This success experience will build your confidence for the next step.

Step 3: Share Success Stories Within Your Company

Show the results of automation with numbers and share them internally. By concretely demonstrating “what AI can do,” you can reduce employee resistance and accelerate your next initiatives.

Conclusion: Make the Management Decision to Turn the Gap into an Opportunity

The AI adoption gap revealed by the Lagxus survey is by no means a reason for pessimism. On the contrary, if you start moving now, you have a chance to build a “temporal advantage” over large corporations and urban businesses.

AI is a tool that dramatically increases the reproducibility and scalability of management, regardless of capital strength or location. Instead of making excuses about your region or size, the management mindset needed now is to turn that handicap to your advantage.

Start today by opening a free AI tool. That single step will transform your company a year from now.
